If your property has a backflow prevention assembly, backflow testing for businesses is an annual requirement, and only a certified tester can perform it. Miss the deadline and your water purveyor can escalate from a reminder letter to a shut-off notice, which closes a restaurant, a medical suite or a food-processing floor the same day it lands.

What backflow is, in plain terms
Water in a building supply line is supposed to move one way: from the public main, through your meter, out to your fixtures. Backflow is when it reverses and pulls building water back toward the main.
Two things cause it. Back-siphonage happens when pressure in the public main drops, usually from a main break or heavy fire-flow demand nearby, and the drop pulls water backward. Back-pressure happens when something on your side pushes harder than the supply, which is common with boilers, booster pumps and elevated tanks.
Neither one matters if the water being pulled back is clean. The problem is what your building connects to the supply. Irrigation lines sit in fertiliser and soil bacteria. Fire sprinkler systems hold stagnant water for years. Boilers carry treatment chemicals. Kitchen equipment, mop sinks and carbonation systems all touch waste or additives.
A backflow prevention assembly sits between that hazard and the potable supply. The annual test proves the assembly still holds. That is all cross-connection control is: a physical barrier, plus a yearly check that the barrier still works.
Which businesses have to test
Almost any commercial property with a connection to something other than clean drinking water carries at least one assembly. The common ones:

Which assembly a given connection needs is decided by hazard class, not by building size. A three-table café with a carbonated drink line can carry the same requirement as a hospital wing.
Devices also have to appear on the approved list maintained by the USC Foundation for Cross-Connection Control and Hydraulic Research, which is the list California water suppliers work from. An assembly that is no longer listed cannot simply be rebuilt forever. At some point it has to be replaced.
How often, and who actually sets the rule
The short answer is once every 12 months for most commercial assemblies.
The longer answer matters, because the rule does not come from one place. California moved cross-connection control under the State Water Resources Control Board’s Cross-Connection Control Policy Handbook, which took effect on 1 July 2024 and replaced the older Title 17 provisions. It requires public water systems to run a cross-connection control plan, assess the hazard at each service connection, and have every backflow prevention assembly field tested annually.
Your water purveyor then applies that framework to your address. The purveyor sets your notice period, your due date, the form the report goes on, and how it must be filed. Sacramento properties are served by several different purveyors, and they do not all run the same calendar or the same paperwork. A portfolio spread across the county can easily have three different due dates and three different filing methods.
High-hazard connections can be required more often than annually. If your notice says semi-annual, that is your interval, not the general one.
Current as of July 2026. Confirm your interval, form and filing method with your own water purveyor, since the requirement travels with the service connection, not with the building. The City of Sacramento Department of Utilities publishes its own cross-connection guidance for customers on its system, and the State Water Resources Control Board publishes the statewide handbook.
Field note
A property manager took over a four-building office park and found test reports on file for three of the four addresses. The fourth building had an irrigation assembly nobody had logged, because it had been added during a landscape upgrade years earlier and never registered with the purveyor. It had never been tested. The catch-up test failed, the repair took a week to source parts, and the whole thing surfaced only because someone read the meter list against the device list. Assemblies added during a remodel are the ones that go missing.

Here is how the year runs in practice:
- The purveyor issues a notice. It names the assembly, the serial number, the location and the due date. Read the due date, not the postmark. Some purveyors give a generous window, some do not.
- You book a certified tester. Do this early in the window rather than late. Testers get busy at the end of a purveyor’s cycle because everyone waits, and a late booking removes your room to repair anything.
- The test happens on site. Water through that assembly is shut off for a few minutes. In a restaurant or a medical suite, that few minutes has to land at the right time of day, so say so when you book.
- The report is filed with the purveyor. The tester completes the purveyor’s form with the readings, signs it, and submits it. Ask for your own copy the same week. Do not assume filing happened because the tester left.
- If the assembly fails, the clock changes. You move to a repair-and-retest requirement with a shorter deadline, which is covered in what happens when a business fails a backflow test.
The single most common administrative failure is not a missed test. It is a test that happened and never got filed, so the purveyor’s record still shows the assembly as untested.
What the tester actually does
A field test is short, and it is all instrument work. The tester isolates the assembly, attaches a calibrated differential pressure gauge to the test cocks, and takes readings on each check valve, the relief valve on an RP assembly, and the shut-offs.
Those readings either sit inside the approved range for that make and model or they do not. There is no judgement call and no partial pass. The numbers go on the form.
This is why the calibration date on the gauge matters, and why a legitimate tester can produce their certification and their gauge calibration record without hesitating. Ask for both. A tester who cannot show them has a report the purveyor may not accept.
When you cannot find the assembly
This comes up more than it should, particularly on properties that have changed hands or been through a fit-out.
Start with the purveyor. Their record lists what they believe is on your service, with location descriptions that are often decades old. Then work the building: the domestic service near the meter, the fire riser room, the irrigation controller, the boiler or mechanical room, and any equipment added later such as a carbonation system or a steriliser.
Assemblies get built over. We have found them inside storage rooms constructed around them, behind stud walls put up during a tenant fit-out, and under landscaping that grew across an enclosure. If the purveyor’s record says an assembly exists and you cannot find it, that is a survey job before it is a testing job, and it is worth doing before a due date rather than during one.
The reverse also happens. An assembly on your property that is not on the purveyor’s list still needs to be tested and registered, because the requirement follows the connection, not the paperwork.
Why this is certified work, and not a handyman job
Backflow assemblies are regulated work in California. Field testing must be performed by a certified backflow prevention assembly tester, and the certification comes through a program the State Water Board recognises. Repairs use manufacturer rebuild kits matched to the exact model, and the assembly has to be retested after any repair before it is back in compliance.
There are two practical reasons this is not a place to save money.
The first is that an unqualified repair usually fails retest. Check rubbers, seats and springs are model-specific, and a generic part will not hold the differential the gauge is looking for. You end up paying twice and burning days off a correction window.
The second is liability. The assembly is the barrier between a hazard on your property and the public drinking water supply. If something contaminates the main through your connection, the record of who touched the assembly and whether they were certified becomes the first question anyone asks.
Before the tester arrives: a manager’s checklist
Run this list a week ahead. It turns a 30-minute visit into a 30-minute visit, instead of a wasted trip and a second call-out charge.
- Locate every assembly on the property. Walk the meters, the irrigation controller, the fire riser room and the mechanical room. Count devices, not buildings.
- Match your list against the purveyor’s list. Anything on your list that is not on theirs, or the reverse, needs a call before the test, not after.
- Record the serial number, size, make and model of each assembly. The tester needs them for the form, and you need them to track parts availability.
- Clear physical access. Assemblies get buried behind pallet storage, landscaping and locked enclosures. Move the pallets, cut the shrubs back, and find the key.
- Confirm who can authorise a water shut-off for a few minutes, and pick the window. Early morning before opening works for most restaurants and retail.
- Warn the tenants that need warning. A medical suite mid-procedure, a kitchen mid-prep and a data room with a cooling loop all need notice.
- Ask the tester for the certification number and gauge calibration date when you book, not when they arrive.
- Ask for your copy of the filed report and put a calendar reminder 11 months out for next year’s booking.
Portfolio managers: keep one spreadsheet with address, assembly serial, purveyor, due date and last test date. The device list is the thing that goes stale, and it is the thing that fails you.
What testing costs, and what moves the price
Testing itself is a small line item. A single assembly test is one of the cheapest compliance jobs on a commercial property, and testing several devices on one visit costs less per device than testing them one at a time.
What moves the price is everything around it:
- Number of assemblies and whether they can be done in one trip
- Access, since a buried or enclosed device takes longer to reach than one on a riser
- Timing, because a shut-off outside business hours costs more than a mid-morning visit
- Whether it fails, since repair parts and a retest are separate from the test itself
Anyone quoting a firm repair price before seeing the assembly is guessing. The rebuild kit depends on the make, model and size, and parts for older assemblies are not always available. A real number comes after someone reads the tag on the device.
Frequently asked questions
Who is responsible for backflow testing, the landlord or the tenant? It depends on your lease, but the water purveyor holds the account holder responsible. In multi-tenant buildings the landlord usually owns the domestic and fire line assemblies while a tenant may own one added for their own equipment, such as a carbonation system or a steriliser. Settle it in writing before a notice arrives, because the purveyor will not arbitrate your lease.
What happens if I ignore the notice? Purveyors escalate. The usual path is a reminder, then a formal non-compliance notice, then a shut-off of water service. Losing water closes a restaurant or a medical suite immediately, and it is a far more expensive outcome than the test would have been.
Can my regular plumber do the test? Only if they hold a current backflow assembly tester certification. A plumbing licence alone does not cover it. Ask for the certification number before booking, and confirm they can file directly with your purveyor.
How long does a backflow test take? Usually 20 to 30 minutes per assembly, including the water shut-off and the paperwork. Several devices on one site are quicker per device. Access is the variable that stretches it, not the test.
Do I need to test a device that is not being used? If the connection still exists, it is still in the purveyor’s records and still requires testing. If the equipment behind it is genuinely gone, talk to the purveyor about removing the connection from their list. Do not just stop testing it.
Put the due date somewhere you will see it
The businesses that never have a backflow problem are not the ones with newer assemblies. They are the ones where a named person owns the device list, books the test early in the window, and files the report the same week it is signed.
